awac wds file - data meaning

When analyzing *.wds output from an AWAC deployment the sum of all values for each angle across a single row for a particular frequency and time step should be unity (as stated in *.whr file - units are Normalized energy/degree).  However, when checking this value for all frequency and time step rows the value was not always unity.  The value 13.57 was observed many times and there where other times when the value just exceeded 1 (ie. 1.02).  Shouldn't these summations always equal unity? Furthermore, how would the m^2/Hz value be determined from this dataset?  The *.hdr file is attached.

You are right, it should be unity.  Could you tell me the version of the software?
