Earlier ... actually several years ago I noted that the user could specify whether directions are reported as "to" or "from".

This was corrected in our software so that waves are always reported as direction from.

This is the how waves should be reported.

Dear Stepanie, I am not sure I understand the question - do you mean what does 0 degrees mean?  I think we are always outputting in the "Earth" coordinate system so a direction of 0 degrees is toward North.
